Conference reporting described Europe's commercial sulfur balance tightening as oil-refinery recovery and German sour-gas supply declined, raising interest in remelter projects. Tighter European balances increased reliance on Middle East and North American seaborne and rail sulfur for fertilizer acid plants. Recovered sulfur tracks sour-gas and refinery runs. German sour-gas decline is a Claus outage in slow motion. Refinery recovery falling is fuel-slate and run-rate. Remelter projects are the European version of Alberta block: melt pad when local recovery is short. Interest in remelters is a tightness signal, not a tonne ticker.
Alberta recovered sulfur still leaves mainly through Vancouver. North American rail sulfur into US plants is the USGS 73 percent Canadian import-share book. Seaborne Canadian granules into Europe are a longer door, used when FOB and freight clear. Tighter Europe is a bid for Gulf granules first, Middle East first, and Canadian Pacific when the Atlantic is short. September 2021 is that bid in a conference sentence.
The 23 September Argus sample listed Tampa near $195 per long ton, Vancouver $184-194 FOB, Middle East spots $189-191, Middle East-South China freight $44-46 per tonne. Hubs had converged in the $180s-$190s. European tightness is one reason they converged. Chinese phosphate policy, two weeks later on 15 October, is the bigger reason they then climbed.
US Gulf and Canadian sulfur logistics had been disrupted by late-winter storms in 2021, the same conference notes said, alongside recovering US refinery utilization. Temporary North American outages tightened regional molten availability even as global recovered supply remained structurally adequate. Europe's structural sour-gas decline is longer than a storm. Two tightness types, one year.
Argus expected just over 3 million tonnes of new sulfur capacity in 2021, concentrated in the Gulf. European tightness and Gulf incremental supply are the transatlantic map. Price still firmed because phosphate and China policy pulled harder than Al Fadhili and Barzan pushed.
