Keyera reports South Cheecham sulphur handling, forming, and storage facilities commenced operations at the beginning of the third quarter of 2023, a joint venture with Enbridge. Gross project cost was about $285 million, Keyera net about $143 million. The terminal includes roughly 4,400 tonnes a day of sulfur forming capacity near Fort McMurray. The project addressed a structural Canadian issue: oil sands sulfur recovery near production, not only near Edmonton remelt hubs. About 4,400 tonnes a day is roughly 1.6 million tonnes a year if the plant runs every day. That is forming nameplate, not Claus recovery. It turns molten or remelted sulfur into granules that can rail west. It does not raise bitumen throughput.
Alberta recovered sulfur still leaves mainly through the Vancouver stem. Argus had estimated the priller's about 4,000 tonnes a day wet prilling addition could increase Vancouver export capacity by 5 to 10 percent in 2023, subject to international demand. Commencement at the start of the third quarter means 2023 loadings include only a half-year of this capacity. Argus later said the priller was operational after January-May 2024 startup issues. First months were not full utilization.
Long-term take-or-pay sulphur services underwrite midstream investment regardless of weekly FOB noise. Keyera's public disclosures describe those contracts. Soft Vancouver FOB at $72 in December 2023 did not unbuild the plant. It changed whether remelt tonnes used it. Current upgrader recovery still needed a form-and-rail door.
BC Insight later summarized 2023 Canadian production near 4.5 million tonnes, oil sands about 2.6 million, sour gas 1.7 million, domestic use 0.6 million, exports 4.1 million with a modest stock draw. Vancouver's share near 2.8 million in that narrative, plus about 1.3 million molten to the US, is the dual-outlet map Cheecham serves. Forming near Fort McMurray reduces the molten haul to Edmonton for oil-sands tonnes bound for Pacific solid.
Heartland Sulphur's about 4,500 tonnes a day at the Industrial Heartland terminal remains the Edmonton-area counterpart, remelt plus forming plus molten rail. Two nodes, one recovered stream. Cheecham is geography. Heartland is remelt depth. 2025's Heartland remelt expansion is a different investment cycle, paid by $238 FOB.
VFPA's 3.10 million tonne 2023 sulphur year already included some Cheecham tonnes after 1 July. UNCERTAIN: exact incremental tonnes attributable solely to Cheecham in 2023 versus other forming sites. The strategic intent is clear in corporate and trade press. Utilization is the open question.
