Buchanan presses White House on sulfur costs after fertilizer job cuts

September 21 letter cites Tampa sulfur near 1,100 to 1,200 dollars per long ton versus a 172 dollar ten-year average and asks for DPA and logistics tools.

Congressman Vern Buchanan, Vice Chairman of the House Ways and Means Committee, released a September 21 letter to President Donald Trump and Commerce Secretary Howard Lutnick urging immediate federal action on sulfur supply and affordability.

The public release said sulfur is the backbone of domestic phosphate fertilizer production and warned that more than 200 workers had already lost their jobs amid production curtailments tied to raw material costs.

Buchanan's office said the ten-year average Tampa sulfur price is about 172 dollars per long ton while spot levels since May have surged to roughly 1,100 to 1,200 dollars per long ton, a nearly 600 percent move in the congressional framing.

The letter listed possible responses including Defense Production Act authorities, voluntary coordination with domestic refiners and sulfur marketers, transportation and storage fixes, trade or financing tools, and engagement with allied suppliers.

Farmdoc daily at the University of Illinois linked rising Corn Belt DAP costs to sulfur spot levels that exceeded 1,000 dollars per tonne in recent months, citing Middle East logistics disruption and export restrictions as drivers on open academic reporting.

BC Insight's September 19 Harrisson update argued the global market remains in a deep 2026 deficit with Middle East monthly exports below 1.0 million tonnes since March, a seaborne tightness story that aligns with Buchanan's Tampa price band without importing licensed PRA weekly grids.

UkrAgroConsult's September 18 reporting cited Mosaic operating near 50 percent rates with Tampa delivered sulfur above 1,100 dollars per tonne since May, the plant-level Atlantic read behind the congressional jobs warning.

Alberta recovered sulfur on the Vancouver stem still clears when Pacific FOB economics align: BC Insight Price Trends on September 19 kept North American FOB at 1,100 to 1,200 dollars per tonne with deals widely expected below 1,200 dollars.

AER ST3 July 2026 put Alberta province-wide closing inventory at 11,109,610.9 tonnes, confirming double-digit million-tonne block stocks even as Atlantic phosphate producers struggle with input costs.

SMM's August customs put China sulfur imports down 65 percent year on year at 272,323 metric tonnes, a Pacific demand signal that matters for Vancouver destination mix when US Gulf plants compete for the same seaborne tonnes.

The White House's June 2026 emergency proclamation temporarily authorized duty-free Moroccan phosphate fertilizer imports for up to eight months, a parallel food-security lever Buchanan's letter implicitly contrasts with sulfur-specific tools still under review.

Shengyishe's September 22 national benchmark at 7,709 yuan per tonne shows Chinese domestic spot still well below Atlantic delivered levels even after a modest daily uptick, preserving parity floors on import offers.

Desk read: Buchanan's September 21 release puts Tampa near 1,100 to 1,200 dollars per long ton into the US policy channel. Pair it with Mosaic curtailments and BC Insight Hormuz supply math when framing whether Alberta blocks reroute toward Gulf demand this quarter.
