China industry groups urge phosphate fertilizer export halt through August 2026

Bloomberg and state media said associations, after an NDRC-linked meeting, asked majors to suspend MAP and DAP exports to protect spring planting.

Bloomberg and state-media reporting said Chinese fertilizer associations, following an NDRC-linked meeting, urged major producers to suspend phosphate fertilizer exports until August 2026 to protect domestic spring planting supply. The 12 December Bloomberg item is the public English-language stamp. Subsequent customs measures in March 2026 further limited export declarations for mainstream phosphates.

The signal tightened global phosphate availability into 2026 and raised the strategic value of sulfuric acid and elemental sulfur for Chinese domestic MAP and DAP runs. Phosphate that stays in China is phosphate that does not clear in India, Brazil, or Africa. Sulfur that those plants still burn is sulfur China must import or produce. Sulfur that they do not burn, if runs are later cut, is a missing import bid.

SunSirs put China's 2025 sulfur imports at 9.6084 million tonnes, down 3.46 percent, average $274.02 per tonne, up 134 percent. December imports fell to 422,400 tonnes as high overseas prices and phosphate-export pauses chilled buying. The 12 December association urge and the December import print are the same month. The March 2026 customs halt, named producers Yuntianhua, Xingfa, and Xinyangfeng, is the implementation.

Alberta recovered sulfur still leaves mainly through the Vancouver stem. VFPA's 2025 China sulphur line was 1.30 million tonnes, down 16 percent. A Chinese export halt that later became a run cut is a demand risk on that stem. Indonesia and the United States taking more of Canada's 2026 mix is the later clearing. December 2025 is the policy warning.

CRU put China's 2025 sulfuric acid exports near 4.65 million tonnes, up 73 percent. That acid flood competed with elemental sulfur burners in 2025. The 2026 acid-export halt reversed it. The December phosphate-export urge is the fertilizer half of a two-book Chinese sulfur-unit policy: keep phosphate at home, then later stop exporting acid as well.

Tampa ended 2025 at USGS's $310 per long ton early-October marker, the highest fourth-quarter since the second quarter of 2022. A Chinese DAP and MAP halt supports the value of tonnes Mosaic, OCP, and other exporters can still ship, if they have sulfur. It does not create Gulf or Vancouver sulfur. It reallocates phosphate trade.

TFI members reading a Chinese halt in December 2025 were looking at 2026 planting-season phosphate supply, not yet at Hormuz. The Strait closed on 28 February. The association urge is the other large system's food-security move, in the same family as Russia's later sulfur-export ban framing. Two food-security policies, two missing books: Chinese phosphate exports and, later, CIS sulfur exports.

Non-fertilizer phosphorus chemicals were later described as outside the March customs suspension. The December urge was about fertilizer. Iron phosphate and purified phosphoric acid are a different HS story. The desk will not collapse them.
